EHR Vendor Selection Process and Criteria
On January 31st, 2011, the New York eHealth Collaborative (NYeC) (the regional extension center for New York State) announced its Meaningful Use Partner Program. Below are the instructions describing how to apply along with the documents required to apply.

Format and correspondence –
This announcement will be published on the NYeC REC website and electronically sent to all NYeC REC contacts and stakeholders who may be interested in partnering with the New York eHealth Collaborative REC as a Meaningful Use Partner or aware of interested parties. EHR vendors will receive:
1. The documents which includes a description of the process as well as the instructions required for responding to the announcement.
2. Responses addressing the minimum requirements and company information must be recorded in the Vendor Profile Document that has been published in conjunction with this announcement.

We encourage inquiries and welcome the opportunity to answer questions from respondents. Questions must be submitted electronically and will be answered publicly on the NYeC REC website www.nyecrec.org. Please direct your written questions to recinfo@nyechealth.org with the subject line “MU Partnership Program Questions”. Any oral communication shall be considered unofficial and non-binding with regard to this announcement.

Additional documents that demonstrate how the respondent helps practices in achieving MU are welcome.
Confidentiality -
Due to the competitive nature of this partnership and as a result of response to this announcement, to the extent permitted by law, all vendor responses will be confidential. Vendors who wish to send their responses to this MU Partnership Program to other REC’s or other entities will need to sign a release allowing us to share their responses.
System Demo –
Vendors meeting the Minimum Requirements of this announcement should be prepared to provide a web or online demo of their system certified software application for the NYeC REC staff. The demo should show the system’s ability to aid a provider in achieving meaningful use.
Evaluation of Vendor Responses–
The NYeC REC will establish a working group to review the proposals received in response to this MU Partnership Program. During this review process, additional information may be required of the vendors and some vendors will be invited to present and demonstrate their EHR products.

The table below outlines the overall project timeline. All required documents must be returned to NYeC via paper or electronically no later than 5p.m. Eastern Time Friday, February 18, 2011.
